Process for Developing, Approving, Issuing, or Revising
a College Policy
The member of the President’s Council (herein referred to as the Official) having
authority and responsibility for the area or activity to which a policy may apply
should initially identify and/or confirm the need for the policy (or an existing
policy’s revision) in light of federal and state legislation, external standards
and requirements, institutional objectives, and/or best practices. The Official
will present the need for the policy (or major policy revision) to the President’s
Council. The President’s Council will assign ownership and development
responsibility for the proposed policy or revision. In addition, members of
the President’s Council will recommend individuals or groups that should be
consulted during the policy development process.
Although the assigned Official may delegate the development/revision or
administration of a policy to a subordinate, the final policy (in the format reflected
on page 7 of this document) must be reviewed and approved by the responsible
Official and brought back to the President’s Council for final approval.
Any policy that is based on the College’s bylaws must be presented to the Board of
Trustees for approval.
In developing/revising the policy, the person responsible for development
will consult with legal counsel regarding legal requirements or considerations
applicable to the policy.
The person to whom the Official delegates development of a policy will submit
the draft policy to the Official for review. If a proposed policy involves matters
within the purview of more than one College Official, the Official responsible
for the policy’s development will ensure consultation and coordination between
Officials. The Official will also confer with College governance groups, College
personnel with expertise in the subject matter of the policy or whose operations
will be significantly impacted by the policy, or with others if that is appropriate and
desirable. (For example: The policy may require consultation with one or several
of the following: Departmental Chairs, Council of Administrators, Faculty Advisory
Council, Staff Advisory Council, Student Government Association, or one or more
Board Committees).
